What a Retrofit Coordinator does

The coordinator is the one role that stays with a retrofit project from beginning to end. Assessors survey, designers specify and installers fit. The coordinator makes sure those pieces add up to a home that performs as intended, and takes responsibility for showing that they do.

  • Reviews the assessment and identifies risks before any measure is chosen.
  • Produces the medium-term improvement plan for the home, which PAS 2035:2023 requires for every dwelling.
  • Manages the design stage, working with a qualified Retrofit Designer so that insulation, ventilation and heating are specified to work together.
  • Checks the installation. The standard requires evidence that each measure has been fitted correctly, kept as a written record with photographs.
  • Inspects in person wherever one measure connects to or passes through another. That is mandatory.
  • Hands over and lodges the completed project with TrustMark.

PAS 2035 in plain terms

PAS 2035 is the over-arching standard for the energy retrofit of homes in the UK. It was created after the Each Home Counts review, which the government commissioned in 2015 to tackle the high failure rate in domestic retrofit. Its central idea is that a house is one system: change the insulation and you change how moisture, air and heat behave everywhere else.

The current edition, PAS 2035:2023, has been mandatory for new projects since 31 March 2025. Among other changes it requires an improvement plan for every property, tightens the rules on who may act as designer, and sets out exactly what evidence a coordinator must gather during installation.

Compliance is required on publicly funded domestic retrofit. Installers must be certified to PAS 2030, and everyone involved must be registered with TrustMark.

We do not install measures. That independence is the point of the role.

The funding picture in 2026

Retrofit funding is in transition. The Warm Homes Plan, published in January 2026, commits £15 billion of public funding over five years, with the aim of upgrading up to 5 million homes.

  • Warm Homes: Local Grant. £500 million through English local authorities, for low-income households in poorly performing homes.
  • Warm Homes: Social Housing Fund. £1.29 billion awarded to social housing providers to improve homes below band C.
  • Boiler Upgrade Scheme. The £7,500 grant towards a heat pump continues.
  • ECO4. Extended to 31 December 2026 to allow an orderly close. The Great British Insulation Scheme was not extended.

    Measures specified by a qualified designer, with ventilation built in.

  4. Install

    Certified installers carry out the work while we inspect and record it.

  5. Lodge

    Completion checks, handover to the occupier and lodgement with TrustMark.

Is a Retrofit Coordinator a legal requirement?

It is a requirement of PAS 2035, the standard that publicly funded domestic retrofit schemes have to follow. For privately funded work it is not compulsory, but it is the best protection against measures that do not work together.

Do you install the measures?

No. We assess, plan, check and lodge. Installation is carried out by installers certified to PAS 2030, which keeps our advice independent of what is being fitted.

Do you work outside the Midlands?

Yes. Retrofit coordination is available nationwide.

What is a medium-term improvement plan?

A plan for the whole home that sets out which measures should be installed, in what order and over what period, often 20 to 30 years. PAS 2035:2023 requires one for every dwelling, even where only a single measure is being fitted now.

Do you visit site?

Yes. The coordinator has to gather evidence that each measure has been installed correctly, and must inspect in person wherever one measure connects to or passes through another, such as a flue through external wall insulation.

Any project that has to follow PAS 2035, including work funded through the Warm Homes Plan schemes, as well as privately funded and landlord-led projects.
