Royal Leamington Spa lies about eight miles south of Coventry. Its Regency and Victorian centre is protected by a conservation area and a long list of listed buildings, many of them now divided into flats. South of the River Leam, terraced streets have housed University of Warwick students for decades. Both make for demanding EPCs, and both reward a careful survey.

Leamington's housing, and how it rates

  • Regency and early Victorian townhouses and villas around the Parade, Clarendon Square and Lansdowne Crescent. Solid walls, tall sash windows and high ceilings. These buildings rarely score well, and what can be done to them is limited by their protection.
  • Flat conversions. A flat's rating depends heavily on what is above, below and beside it. A basement flat and a top-floor flat in the same building can end up with quite different results.
  • Victorian terraces in the Old Town and south Leamington, many of them let to students as shared houses.
  • Twentieth-century family housing in Lillington, Milverton, Whitnash and Sydenham. Mostly cavity-walled, and more predictable to assess.

Listed and conservation area homes

A listed building is not automatically exempt from needing an EPC. The exemption applies only where the work needed to meet minimum energy requirements would unacceptably alter its character, and GOV.UK advises asking the council's conservation officer.

Government has said it intends to remove that exemption, so that protected buildings need a certificate when they are sold or let. If you own one, it is worth knowing its rating now.

Leamington landlords: licensing and floor plans

Warwick District Council, which covers Leamington Spa, has tightened the rules on shared houses in recent years.

  • Additional licensing applies across the whole district. Since 18 January 2024, every HMO with three or four occupants has needed a licence, alongside the larger HMOs covered by the national mandatory scheme. The scheme runs for five years.
  • Licence applications ask for professionally drawn floor plans, together with gas, electrical and fire safety certificates.
  • An Article 4 Direction covers Leamington Spa, so turning a house into a small HMO there generally needs planning permission.
  • Failing to license an HMO can lead to prosecution or a civil penalty of up to £30,000, according to the council.
