EPC assessors for the West Midlands

The West Midlands county runs from Coventry in the east to Wolverhampton in the west, taking in Birmingham, Solihull and the Black Country. We are based at its eastern end, and most of our day-to-day work is in Coventry, Solihull and Birmingham.

Further west, we work with clients who have several properties or a larger building to assess: letting agents with stock in more than one borough, housing providers preparing for funded retrofit, and businesses with commercial premises to sell or lease.

One region, seven councils

The EPC rules are national. What differs from borough to borough is enforcement and licensing. In the West Midlands each metropolitan borough council is responsible for both housing enforcement and Trading Standards, so the same council deals with rented homes below the minimum standard and with properties marketed without a certificate.

What is driving demand across the region

  • Band C by 2030 for rented homes. Confirmed in January 2026, with a £10,000 cap and a transitional rule that rewards landlords who reach C before 1 October 2029. See our landlord guide.
  • Funded retrofit. The Warm Homes: Social Housing Fund and the Warm Homes: Local Grant both require PAS 2035, which means a retrofit assessment and a Retrofit Coordinator on every home.
  • Commercial minimum standards. All commercial lettings have had to be band E or better since April 2023, and the government is proposing band B from 2031 for larger buildings. See commercial EPCs.

Yes, by arrangement. We are based in Coventry, so in Dudley, Sandwell, Walsall and Wolverhampton we work best with landlords, agents and organisations who can book several properties or a commercial building.

Can you take on stock assessments for a housing provider?

Yes. We work with housing associations and local authorities on EPCs, retrofit assessments and retrofit coordination.

Is the West Midlands the same as the Midlands?

No. The West Midlands county is the seven metropolitan boroughs around Birmingham and Coventry. The Midlands is the much larger region that also includes Warwickshire, Leicestershire and beyond. See all the areas we cover.

Do the rules differ between boroughs?

The EPC and minimum standard rules are national. Licensing schemes for rented homes are local, so they vary from one council to the next.
